I am having a difficult time attaching this fixture to the manifold and carburetor. It has been damaged and will not align without stressing the fixture and potentially damaging the carburetor. My question is: can I cut this tube, join it with a rubber hose and clamps and expect it to function properly?

Dave,
The short answer is yes, as long as you use some fuel resistant hose. Have you loosened-up the starting carb support bracket and its other fuel fitting to try for some alignment?
It would probably be worth your time to try and find a used, undamaged fitting rather than to jury-rig what you have.
