Does anyone know if the ECM has to be reprogrammed if it comes out of a salvage same model and year car.

It may be better to have yours rebuilt.... BBA-Reman of Taunton, MA does do some Jaguar parts.

Ben, be careful here. A used ECM can be used to operate the car, with a few caveats. The part number is something like this, LJA1410AB/001.
The ECM has to have the same, or a SUCCEEDING part number, and also the same software suffix. That suffix is in the form of /xxx, like /002 or /010.
By succeeding part number I mean for instance, LJA1410AC/001 would succeed AB/001.
The suffix, /001 is the software level and programming for the cars market, USA, Europe, Japan; and also equipment, as in EGR, no EGR, supercharged or not, etc.

Next, the used ECM CANNOT be programmed to the car like it's a new module, it isn't; and doing so will render it UNUSEABLE. To make it operate another car, a used module, once the numbers are correct, can have the security immobilization reset so the car will crank and start. At that point the car is useable.
The only problem then is, that in a state that requires a yearly Govt. inspection or emission check, the car WILL NEVER PASS that inspection. That's because the ECM has an incorrect VIN number in the module.

Sorry to ramble, but lots has to be considered to use used modules in cars today. In some cases, it can't be done at all.
