Can the waterpump on this model lock up? I don't drive this car very often and when I started it this morning, the most gawdawfful scream came out from under the hood. At first I thought it was the power steering pump but then I had someone start it up as I looked and I noted the belt wasn't moving and that is what was causing the noise...pulley rubbing on the belt.

The power steering pump is moving, but, it looks like the water pump is frozen. I took a wrench and tried to move it and it moved but took a lot of force...but I thought the reason for that was because of the tightness of the belt.

Loosen the belt to the Air Pump and see if the water pump will turn easily. I'm betting your air pump is locked up with internal rust. I've had it happen when (non Jag) cars sat idle in damp weather.

Also the air pump can be prone to seizures too, not sure if your model has one fitted but my guess is yes,

It is rare for a water pump to seize. It is very common for a AC compressor to do so and often happens to steering pumps. Remove or loosen the belts to determine exactly what is "frozen" Jaguar affectionado and etc.

Are you looking at a car without antifreeze? is it below freezing where you are? that would make the water pump not turn.
