Does re-chroming bumpers on a 1973 XKE no longer mean the car can be considered "original" and thereby make it "restored"

The answer lies in the why of the question. If the why has to do with JCNA Concours Perservation Class the answer is yes and the bumbers would be subject to a deduction. On the other hand, I think there would be consensus that minor restoration work like rechroming could be considerred periodic maintenance. Of course periodic maintenace on the whole car over a period of years could be called a rolling restoration.

Either answer would be correct. I believe that if you asked 10 people this question, 5 would answer yes and the other 5 would say no. Further both sides would give you valid reasons as to why they are correct. The correct answer lies within the eye of the beholder.
