Does anyone know why the concours tire guide appendix makes the following statement:

"2.E-Type Jaguars delivered to the US prior to 1967 require authentic 6.40 x 15 tires. Series 2 E-Type Jaguars must have SP Sport 185VR15 or any brand 185VR15 tires. Late Series E-Type cars with 185HR15 SP 41 tires must show proof that the car being shown had 185HR15 SP41 tires as original equipment. Only Series 2 E-Type car Entrant's who can show 185/70 x 15 SP41 tires were purchased prior to 1996 will be accepted without penalty."

when the same appendix clearly notes that radials were optional for E-types after 5/63?

Is this another weird JCNA rule like the one outlawing door edge guards (P/N JAG 297 and others) while allowing leapers?
