Subject: March, 2004 JCRC Report
1. General: Since last reporting, JCRC activities have included:
- Refining its proposed changes to Chapters II and IV.
- Consideration of and responding to Forum comment on JCRC's proposed revisions.
- Coordination with the JCNA Protest Committee and the examination of certain protest-related issues.
- Review of rules that generated BoD comment.
- Discussion of the proposal to split the XJS class.
- The initial review of a major revision to Chapter VI.
- The extensive reformatting and updating of Appendix B, Tire and Wheel data.
- Continued support for the authoring of additional model-specific Judging Guides.
- Acting individually and collectively as JCNA Authenticity Consultants.
2. Specific Actions:
a. Chapters II and IV were edited and revised are being presented for 2004 AGM delegate ratification. Following initial posting on July 3, 2003, revisions were posted for comment on the JCNA web site, December 16th 2003. There has been some opposition to the consolidation of Champion Division Classes 1a and 1b; however, data shows that the overall participation in those two classes has been very low. Consolidation of those and other similar-vintage classes is intended to generate, at least, a minor level of local competition.
b. Concerns expressed by members at the Fall BoD meeting have resulted in a wording change relating to the use of Judging Guides. An AGM issue regarding judging posture will be presented; JCRC supports the 1997 rule that allows a Judge to kneel when examining items that require judging.
c. A JCNA Regional Director formally proposed splitting the XJS class into pre-1992 and post-1992 models. This split would yield one XJS class of 1976-1991 models and another of 1992-1996. JCRC believes that, while an after-the-fact split of the class may be warranted, the split suggested is very unbalanced. The XJS classes have relatively more entries than any other; however, they still only average 1.9 cars per concours in Champion Division and 2.4 cars per concours in Driven. The issue will be raised at the AGM. A class split can be accommodated but JCRC does not believe there is a compelling reason to do it.
d. The Appendix B Tire and Wheel information was extensively and laboriously reformatted and updated. Jaguar Cars provided very extensive specification data for the most recent models.
e. Alternate local and Championship concours class structures and awards programs will continue to be examined and discussed.
f. With completion of the editing and updating of Chapters II, III and IV, work has begun on Chapter VI, with Chapters V and I and Scoresheets to follow.
3. Committee Member Confirmation:
In even numbered years, the three JCRC members, representing the Northern Regions, must be re-nominated, or replaced, by their Regional Directors. At this writing, the JCRC members from the three Northern Regions have expressed their willingness to continue on the committee and, to the best of my knowledge, their directors have concurred. Therefore, I choose to retain: NW, Stew Cleave JOCO; NC, Bob Stevenson JAG, MI; and NE, Hal Kritzman JCSNE as members of JCRC.
