Wicker if your machine shop does not how to do that I think I would go get my crank! They either do not have a properly equipped shop or they have a knowledge problem. A proper impact gun (yes a big one) will do it quickly but if the peen locks are ground off you can do it by hand. Unless this is one of the cranks lost at sea a few decades ago they should have little problem.
