The rules state that the Cheney clamps do not have the screwdriver slot cut through and a round head. My Cheneys, and they are clearly stamped as such, have round heads but the slots are cut through. What's wrong with the rule?

The JCNA Rule Book Chapter VI, page 19, Note e. states:

"e. Hose Clamps: Hose clamps must match the original including the material, the finish, the configuration of the adjustable band, and the shape and style of the adjusting screw head. All pre-1971 hose clamps should have round head, straight-slot adjusting screws; their adjusting bands should be grooved, not perforated. (Hex-headed clamp adjusting screws did not appear until Series III E-types and their contemporary XJ6s (~1971)). Brand name is not judged. Clamp bands must be the appropriate length (size) for the application; clamps with MORE than approximately one inch of the band showing beyond the adjusting screw will receive a non-authentic deduction."
I believe you may be concerned over the wrong part of the clamp. It's the adjusting band screw-thread grooves that should not be cut through, not the edges of the screwdriver slot.
