That doesn't seem to be normal.

MIL on or MIL off but I can't figure out if it's supposed to do this.

Indeed the car won't start when it's doing this.

Any information on this and how to troubleshoot this?

Alright. I caught a lucky break while tinkering with it. During an inspection of the contacts for the crank position sensor (clean, good, etc) I found a device/actuator that was both making noises during the ignition failure and didn't appear in the service manuals anywhere. When I pulled the connection from this actuator and replaced it the device did an audible reset and the problem cleared.

I finally found it the parts manual: EGR valve! That's about the last thing I would look to as a hanging up the startup sequence but since it appears to be a servo it most likely reports back in-position to the ECU instead of just taking a open/closed signal. Sneaky. Doubly sneaky by not documenting it in the emissions, engine management, wiring harnesses or anywhere else I can think of.

I found a reference to the ECM that indicated it would power down and restart if any particular test timed out. Mine has stopped strobing but doesn't log codes. The behavior is still intermittent - no start. Power cycling will usually clear this.

I suspect the fuel pump or fuel pressure sensor. The relay appears to be OK.

This appears to be related to the fuel pump.

The relay engaging when the MIL light is strobing is the fuel pump relay in the trunk.

My current theory is either a dicey fuel pump or a dicey fuel pressure sensor.

I hate intermittent failures.

Any advice or experience on this one is much appreciated.
