Stick with it. I just did mine last month, and it DOES come out. I had to pivot the cover to the passenger side while it was still in the loop at the bottom, then lift to free it from the loop while it was still inside the fender cavity. Even more difficult was plugging in the wiring after the capsule was installed. Some say to pull the bumper cover, but i just takes a bit of wiggling and twisting. At least you're in Florida. It was 28 degrees when I did mine!
