Joel, Thanks for the advice.
I spent about 90 minutes on the project this morning. The chrome strips came right off without a problem and I was able to loosen the radio surround as you suggested. That allowed me to pull out the old carpet and pad. I did not need to remove anything else. It looks like the new carpet should slip under without a problem.
And the best news, no rust on the sills, just a fine dust from the deteriorated foam.
