I am trying to clean my "new" '71 2+2 interior. I have treated the dash, transmission tunnel, etc. with protectant and they look great. I can't seem to get the black metal casings below the instrument panel and around the radio to shine. Any ideas on what to use? Should I repaint those areas, and, if so, what paint should I use?

that's crinkle paint, which you can find at most auto part store. Not sure how / if you can make it shine... it's really a satin finish. I've had success in the past sprying a very thin coat of black spray paint, it has to be light otherwise it will fill in the crinkle finish.
Crinkle paint is a bit tricky, it helps to apply so heat to make it crinkle... blow dryer,... etc...

I agree with Pascal. A light coat of simigloss or satin should do the trick. Since many protectorants contain silicon you might want to wipe it down first with a silicon and wax remover, available at any automotive paint store.
