Voltage at oxygen sensor not ramping up and down with ECM in neutral (idle)700 RPM. In drive (idle) it does 650 RPM. Also at all RPM,s above 800 in neutral it does. This causes smog test failure for idle only which is done in neutral. Replaced oxygen sensor. Can anyone help.
