1st number= chassis
2nd number=engine
3rd number=body
4th number=transmission
My chassis is 2R14714 with build date of 10/70 on jamb. Sounds like you numbers fall into the approximate expected number range for May/70. BTW the -9 on the engine gives the compression ratio 9:1)
